Sigil Tribe Info Added

I’ve added a roleplaying guide and list of rules from the Sigil Tribe, which was a Native American roleplaying offshoot of the Sigil Wild West town. The instructions suggest ways that several groups within the sim should interact - and more significantly, represents the way the author of the documents perceives history.
